The Atlantic Avenue Mixed-Use Plan (AAMUP) is a City-initiated area rezoning that updates outdated M1-2A, R7A, R6A, and R7D districts along a 21-block stretch of Atlantic Avenue between Vanderbilt and Nostrand Avenues. It creates a new Special Atlantic Avenue Mixed-Use District (Sp.AAMU) that establishes R9A zoning along Atlantic Avenue with base FAR up to 5.0 and a public plaza FAR bonus up to 6.0; R8A zoning on primary north–south avenues; and mixed mid-block areas permitting residential and commercial uses with a 1.1 FAR incentive for job-generating space. The text amendment requires non-residential ground floors on major corridors, mandates Mandatory Inclusionary Housing wherever residential capacity increases, introduces as-of-right certifications to safely mix light industrial and residential uses, and includes urban design controls such as building setbacks and façade articulation. HPD and DCAS site-specific actions (UDAAP designations, acquisitions, and dispositions) will enable 1,400 deeply affordable homes and community facility space at public sites including 542 Dean Street, 516 Bergen Street, 1134 Pacific Street, 457 Nostrand Avenue, and 1110 Atlantic Avenue. Additional tenant-protection programs, legal services funding, open-space investments, and DOT street-safety upgrades complement the zoning changes.
