The proposal would rezone 21 blocks of Atlantic Avenue from Vanderbilt to Nostrand Avenues, replacing outdated C6-3A/R7A/R6A districts with R9A along the avenue corridor and R7D/R6A to the south. A new Atlantic Avenue Mixed-Use Special District would require non-residential ground floors on avenues, provide a 20 percent public plaza bonus, establish mandatory inclusionary housing in up-zoned areas, and create an incentive yielding 1.1 FAR of mixed-use mid-block job space. Five city- and state-owned sites would be designated for 100 percent affordable housing (totaling over 600 units) via UDAAP/disposition actions. DOT and Parks will coordinate public realm upgrades, including a 24 million dollar playground renovation and street-improvement projects to enhance sidewalks, crossings, and bike facilities. The plan forecasts 4,600 new homes (including 1,400 income-restricted units) and space for 2,800 new jobs.
