On May 28, 2025, the City Council approved the Atlantic Avenue Mixed-Use Plan, establishing a new Special Atlantic Avenue Mixed Use District (AAM) in Brooklyn Community Districts 3 and 8. The rezoning eliminates outdated C2-4 overlays and the former MX-20 district, upzones parcels in R6A, R6B and M1-1 to higher-density residential and commercial zones, and introduces Mandatory Inclusionary Housing requirements. It also authorizes acquisitions for replacement parking at 516 Bergen Street, dispositions for mixed-use development at 1110 Atlantic Avenue and residential/community facility projects at 457 Nostrand Avenue and 1134-1142 Pacific Street, and the designation of Urban Development Action Areas at 542 Dean Street and 516 Bergen Street. Bulk and use regulations are modified—adjusting floor area ratios, building envelopes, height and setback controls—to foster transit-oriented growth, economic revitalization, and community facility space along Atlantic Avenue.
