The City Council approved a zoning map amendment to rezone the two-lot site at 2201-2227 Neptune Avenue in Coney Island from M1-2 to a mixed M1-5/R7-3 district within a new Special Mixed Use District (MX-26) to permit residential, commercial and community facility uses. The rezoning establishes a maximum 6.0 residential FAR, enabling up to 162,595 square feet of additional floor area and introduces Mandatory Inclusionary Housing on the site. The action preserves the existing UG5 shelter on Lot 1, with interior modifications to shift windows to street-facing property lines and leverages shared walls to satisfy distance-between-buildings requirements under ZR 23-711. The MX-26 overlay governs building locations, heights, setbacks and retail continuity along Neptune Avenue while retaining light industrial allowances under M1-5. A companion text amendment to Article XII, Chapter 3 adds MX-26 parameters and modifies Appendix F to include the site in the MIH program. The project also complies with Waterfront Block and coastal zone regulations.
