The Council approved a rezoning of 2201-2227 Neptune Avenue in Coney Island, changing the zoning from M1-2 to a Mixed-Use MX (M1-5/R7-3) district. This rezoning allows a new development comprising a 1-story base with commercial and community facility spaces and an 18-story residential tower above, incorporating Mandatory Inclusionary Housing provisions. The site includes two tax lots (Block 6990, Lots 1 and 10) covering approximately 26,867 square feet, and the rezoning enables up to 162,595 square feet of additional floor area at a maximum FAR of 6.0. The approved plan retains the existing shelter use on Lot 1, reconfigures interior layouts to comply with zoning regulations, and utilizes court provisions to satisfy separation requirements from neighboring buildings. A Waterfront Certification was also granted due to the site's location in a Waterfront Area. Public retail frontage, accessory parking, and residential lobbies are organized at ground level along Neptune Avenue, with setbacks and step-backs incorporated per the special district requirements. This decision aligns with Coney Island's broader revitalization goals and triggers affordability commitments through MIH.
