On April 24, 2025, the New York City Council approved a zoning map amendment for the Brownsville Neighborhood City Planning area in Brooklyn, changing the zoning designation of 425 Mother Gaston Boulevard (Block 3743, Lot 12), 546 Thomas S. Boyland Street (Block 3518, Lot 63), and 1733-1735 Saint Mark’s Avenue (Block 1455, Lots 65, 66, and 79) from M1-1 to an R7A district with a C2-4 commercial overlay. This rezoning facilitates the development of high-density residential buildings with mandatory inclusionary housing provisions to ensure the creation of affordable units. The new R7A zoning allows for a floor area ratio of up to 3.44 and requires a minimum lot size of 2,250 sq ft, while the C2-4 overlay permits neighborhood-serving retail and service uses. The zoning resolution establishes front, side, and rear setback requirements of 15 ft, 8 ft, and 30 ft respectively, and parking minimums of one space per dwelling unit for residential uses and one per 500 sq ft for commercial uses. The amendment replaces the industrial M1-1 zoning, unlocking opportunities for HPD and private developers to pursue mixed-use affordable housing projects consistent with the city’s housing goals.
