This law establishes the East Harlem 125th Street Business Improvement District (BID) spanning fourteen east–west street blocks from Fifth Avenue to Second Avenue in the East Harlem neighborhood of Manhattan and encompassing 152 properties. It authorizes the creation of a dedicated district management association to levy annual special assessments generating a first-year budget of $750,000, with assessment formulas based on linear frontage and taxable value, and fixed fees for properties with no taxable value. The BID will fund enhanced sanitation and street cleaning, supplemental public safety services, marketing and promotional programs, public realm events, streetscape beautification, and targeted economic development and advocacy efforts. Property owners within assessment classes A1 and A2 will be assessed at 80 percent linear frontage and 20 percent taxable value weights, with government-owned and nonprofit lots exempt. The maximum annual assessment is capped at $1,000,000.
