This local law establishes the East Harlem 125th Street Business Improvement District, encompassing properties along East 125th Street from Fifth Avenue to Second Avenue in Manhattan. It authorizes a 40‐year assessment district to fund supplemental services with a first‐year budget of $750,000. Assessments are based on a combination of taxable value and linear frontage, with two classes of property and exemptions for government and nonprofit lots. The law tasks the East Harlem 125th Street District Management Association, Inc. with delivering sanitation, public safety, streetscape improvements, marketing, and economic development programs. The City’s Department of Small Business Services will oversee operations and collection. Property owners will be billed annually through the real estate tax system, with a maximum assessment cap of $1,000,000. The enabling resolution followed community board approval and a certified City Planning Commission report. A 30‐day objection period passed without sufficient protests, allowing the City Council to adopt the measure.
