On May 28, 2025, the New York City Council approved Int. 1219-2025 to establish the East Harlem 125th Street Business Improvement District (BID) in Manhattan. The district encompasses 14 street blocks along East 124th to East 128th Streets between Fifth Avenue and Second Avenue, including 152 properties of which 80 are commercial or mixed-use. The legislation authorizes a special tax assessment based on linear frontage and taxable value across two property classes, with non-profit and government lots exempt. For class A-1 properties (over 80,000 sqft), assessments are 80% of linear frontage and 80% of taxable value, with a $250 fee for zero-value lots; class A-2 properties (under 80,000 sqft) are assessed 80% by frontage and 20% by value, with a $100 fee for zero-value lots. The BID’s first-year budget is $750,000, capped at $1,000,000 total assessment. Managed by the East Harlem 125th Street District Management Association, Inc., services include maintenance and sanitation, public safety, marketing and promotions, public realm programming, streetscape and beautification, economic development and advocacy.
