The City Council Subcommittee on Zoning and Franchises held a public hearing on March 27, 2025 to consider the Atlantic Avenue Mixed-Use Plan (AAMUP), a neighborhood-wide rezoning covering 21 blocks in Brooklyn’s Community Districts 3 and 8. The proposal includes zoning map changes to up-zone the Atlantic Avenue corridor, north-south avenues, and select mid-blocks; a zoning text amendment establishing a new special Atlantic Avenue Mixed-Use District with mandatory inclusionary housing (MIH); an urban development action area plan (UDAAP); and acquisition/disposition actions for five City- and State-owned sites to facilitate the development of 381 income-restricted units for older New Yorkers and families. Key text changes require non-residential ground floors on corridors, create a mid-block FAR bonus for mixed uses, allow residential/industrial certification, and introduce a public open space floor area bonus. HPD has specific site proposals at 542 Dean Street, 516 Bergen Street, 1134 Pacific Street, 457 Nostrand Avenue, and 1110 Atlantic Avenue, totaling up to 1,440 deeply affordable homes. DOT and Parks will coordinate major safety, streetscape, and park improvements to accompany new housing and jobs generated by the plan.
