On 2025/03/27, the City Council Subcommittee on Zoning and Franchises conducted a public hearing on the Atlantic Avenue Mixed-Use Plan (AAMUP), covering land use applications LUs 257-260 and 263-266. The proposed zoning map amendment would upzone a 21-block corridor in Community Districts 3 and 8 from existing M1-1, R7A, C2-4, R6B, and R7A districts to new R9A, R7D, and R6A districts, paired with a Special Atlantic Avenue Mixed-Use District. The zoning text amendment establishes Mandatory Inclusionary Housing, non-residential ground-floor requirements on avenues, a mid-block job space FAR incentive, building setbacks to widen sidewalks, façade articulation standards, and a public plaza FAR bonus. HPD and DCAS co-applicants seek UDAAP and disposition actions on five public sites to deliver 381 deeply affordable homes, and additional City- and State-owned sites remain under review for 100% affordable housing. Early capital commitments include $24 million for St. Andrews Playground renovations and DOT street safety improvements. The hearing was closed and items were laid over for final vote.
