The City Council approved the Atlantic Avenue Mixed-Use Plan (AAMUP), including a zoning map amendment to rezone approximately 21 blocks along Atlantic Avenue from M1-2A paired with R6A up to R9A, and a zoning text amendment establishing a new Special Atlantic Avenue Mixed-Use District. The special district mandates ground-floor non-residential uses on Atlantic Avenue and select north–south corridors, provides a public plaza FAR bonus in exchange for publicly accessible open space, and creates a mid-block mixed-use incentive offering additional FAR for integrated job space. Concurrently, HPD and DCAS secured Article XI acquisition and disposition actions to facilitate up to five 100 percent affordable housing developments on public sites. The amendments also map Mandatory Inclusionary Housing across all up-zoned areas, ensuring over 1,400 new rent-regulated and income-restricted homes, and coordinate capital investments for street safety improvements, park upgrades, and open-space expansion.
