The application by HPD will be developed by Fifth Avenue Committee. The plan leverages underused public land to address severe rent burden in Community Board 16, where over half of residents spend more than 35% of income on housing. Council members Nurse and Mealy’s districts will gain new 100% affordable homes, with targeted set-asides for homeless families and larger-unit family apartments. HPD coordinated design and community engagement in partnership with CB16, securing support for a modest density increase to accommodate the project. Financing will rely on HPD capital funds and ongoing rental subsidies to maintain long-term affordability. Required ULURP approvals were obtained and the City Council’s vote signals final authorization for HPD to issue RFPs to implement the development plan.
