On March 27, 2025, the City Council Subcommittee on Zoning and Franchises conducted a public hearing on the Atlantic Avenue Mixed-Use Plan (AAMUP), a comprehensive rezoning of ~21 city blocks along Atlantic Avenue from Vanderbilt to Nostrand in Central Brooklyn. The proposal replaces outdated M1-1 and adjacent R6A/R7D districts with a new Special Mixed-Use District, upzones the corridor for buildings up to 120 feet, and steps down to R7D and R6A south of Atlantic Avenue. Mandatory Inclusionary Housing is mapped across all upzoned areas to secure 1,400+ permanently affordable homes out of 4,600 total units. A mid-block incentive of 1.1 FAR is introduced to ensure at least one to two floors of new job-producing space, while all north–south corridors require non-residential ground floors. The plan also establishes façade articulation and setback rules to widen sidewalks, and implements Brooklyn’s first public plaza bonus for green public spaces. HPD and DCAS co-applicants propose UDAAP, acquisition, and disposition actions for five public sites to deliver 381 units of 100% affordable housing, with Empire State Development advancing 1024 Fulton Street for 100+ affordable units. DOT and Parks commitments include street safety SIPs, a future road diet, park renovations, and schoolyard expansions post-rezoning.
