The Atlantic Avenue Mixed-Use Plan rezones over eleven blocks of the Atlantic Avenue corridor in Brooklyn, converting R6A and R6B residential districts and portions of M1-1 and MX-20 districts to higher-density R7A and R7D districts with a C2-4 local retail overlay. It establishes a new Special Atlantic Avenue Mixed Use District (AAM) and modifies Appendix F to designate a Mandatory Inclusionary Housing area, thereby incentivizing the creation of affordable housing under MIH Option 2/3. The plan also replaces industrial zoning on select blocks with C4-3A, C4-5D, C6-3A and manufacturing mixed-use (M1-2A, M1-3A, M1-4A) districts to expand commercial and light-industrial uses along the corridor. By adopting the AAM special district, the City Council enables flexible ground-floor retail, community facility space, and neighborhood-serving light manufacturing, while promoting mid-rise residential development above. The rezoning adjusts commercial overlays in M1-1 zones to allow C6-3A and transit-oriented uses near major subway stations. It also clarifies bulk rules, parking requirements and build-to-line streetwalls to ensure a consistent urban streetscape. Tax incentives and density bonuses under the special district will support the production of new housing, including deeply affordable units, alongside over 100,000 square feet of retail, arts and cultural space. The plan aims to revitalize an underutilized arterial corridor, strengthen small businesses, and secure funding for streetscape and pedestrian safety improvements.
