The Atlantic Avenue Mixed-Use Plan rezones roughly 21 blocks of outdated C6-3A, M1-2A/R6A, R7A, and R7-1 districts between Vanderbilt and Nostrand avenues to new R9A/C6-3A, R7D, and R6A districts, establishes a Special Atlantic Avenue Mixed-Use District, and applies Mandatory Inclusionary Housing throughout. The text amendment requires ground-floor non-residential uses on key corridors, adds a mid-block bonus to unlock 1.1 FAR of commercial/industrial job space in mixed-use buildings, and for the first time introduces a public plaza bonus (20% FAR) with design standards. HPD and DCAS co-apply for UDAAP, acquisition, and disposition actions to facilitate five public sites for 100% affordable housing at 516 Bergen Street, 542 Dean Street, 1134 Pacific Street, 457 Nostrand Avenue, and 1110 Atlantic Avenue. The plan also coordinates with DOT, DDC, Parks, MTA, DOE, and other agencies on capital, street safety, and open-space improvements.
