The Atlantic Avenue Mixed-Use Plan rezones approximately 21 blocks along Atlantic Avenue in central Brooklyn—currently mapped primarily M1-1 and R6A—to new R9A, R7D, and R6A districts within a new Special Mixed-Use District. The proposal allows up to 4,600 new homes, including over 1,400 permanently affordable units under Mandatory Inclusionary Housing, and creates over 820,000 square feet of commercial, community facility, and light industrial space to support some 2,800 jobs. New zoning text requires non-residential ground floors on primary corridors, incentivizes mid-block job space, mandates MIH in all upzoned areas, and introduces a public plaza FAR bonus along Atlantic Avenue. Co-applicants HPD and DCAS advance UDAAP and disposition actions for five City-owned parcels to deliver 381 deeply affordable homes, while additional City and State sites are being evaluated for housing development. The plan also includes tenant protection programs, legal services, community outreach workshops, and coordination for substantial streetscape and park improvements alongside DOT safety projects.
