The Atlantic Avenue Mixed-Use Plan creates a new Special Atlantic Mixed-Use District to rezone approximately 21 blocks of Atlantic Avenue in Brooklyn for higher-density mixed-use development. It rezones outdated M1-1 and C6-2 districts to R9A/C8-3, R7D/C4-4, and R6A/C4-3 along the corridor and introduces Mandatory Inclusionary Housing, requiring affordable housing in new residential developments. The plan also mandates ground-floor non-residential uses on avenues, establishes a mid-block incentive of 1.1 FAR for job-generating uses, and allows new industrial-residential mixing via certification. Site-specific UDAAP and acquisition/disposition actions support five public sites for 100% affordable housing. Additional initiatives include a public plaza bonus for open space improvements, tenant protection programs, and coordination with DOT and Parks on capital improvements and street safety projects.
