The City Council adopted Local Law Int. No. 1219-2025 to establish the East Harlem 125th Street Business Improvement District (BID) on May 28, 2025. The new BID covers 14 contiguous street blocks from East 124th to East 128th Streets, between Fifth and Second Avenues, and includes 152 properties, of which 53% are commercial or mixed-use. Under the law, properties are divided into four classes—A-1, A-2, government-owned, and non-profit tax-exempt—with assessment formulas based on linear frontage and taxable value. The BID’s first-year operating budget is capped at $750,000, with a maximum total assessment of $1,000,000. Services provided will include maintenance and sanitation, public safety, marketing and promotions, streetscape improvements, economic development, programming, and advocacy. The District will be managed by the East Harlem 125th Street District Management Association, Inc., with mandatory public notification and a 30-day objection period after the Council hearing.
