The New York City Council adopted Local Law 1219 on May 28, 2025 to create the East Harlem 125th Street Business Improvement District (BID). The BID covers both sides of East 125th Street from just east of Fifth Avenue to Second Avenue (boundary extends north to East 128th Street and south to East 124th Street). 152 properties within the district will fund enhanced services including sanitation and maintenance, public safety patrols, marketing and promotional activities, public realm programming, streetscape improvements, economic development support, advocacy, and district management. The first-year budget is capped at $750,000, funded by assessments on two tiers of commercial and mixed-use properties (A-1 and A-2) based on linear frontage and taxable value, with government and nonprofit lots exempt. The district’s maximum assessment is $1,000,000 per year; owners of properties with zero taxable value pay a fixed fee. The East Harlem 125th Street District Management Association, Inc. will oversee BID operations and compliance.
