This local law establishes the East Harlem 125th Street Business Improvement District (BID) in Manhattan, defining its northern boundary at East 128th Street, southern boundary at East 124th Street, western boundary at just east of Fifth Avenue, and eastern boundary at Second Avenue. The BID comprises 14 street blocks and approximately 152 properties, of which 53% are commercial or mixed-use. It is managed by the East Harlem 125th Street District Management Association, Inc., and will provide enhanced services such as maintenance and sanitation, public safety, marketing and promotions, streetscape beautification, and economic development advocacy. Property assessments fund the BID’s budget, with two property classes (A-1 and A-2) assessed on linear frontage and taxable value, and fees applied to properties with zero taxable value. Government-owned and not-for-profit lots are exempt from assessments, and the total annual assessment is capped at $1,000,000. The City Council adopted the enabling legislation following CPC certification and community board approval, with all notice requirements satisfied.
