This local law establishes the East Harlem 125th Street Business Improvement District (BID), defining its boundaries from just east of Fifth Avenue to Second Avenue along East 125th Street and including adjacent blocks on East 124th to East 128th Streets as well as portions of Madison, Park, Lexington, Third, and Second Avenues. The BID will encompass approximately 152 commercial and mixed-use properties and operate with a first-year budget of $750,000, funded through a special real property tax assessment not to exceed $1,000,000 in total. Properties are divided into two assessment classes: Class A-1 (sites >80,000 sq ft) and Class A-2 (sites <80,000 sq ft), assessed 80% on linear frontage and 20% on taxable value, with flat fees for zero-value parcels. Government and nonprofit tax lots are exempt from assessments. Services provided by the BID will include maintenance and sanitation, public safety, marketing and promotions, streetscape beautification, economic development, advocacy, and administration. The district plan was approved by Community Board 11, certified by the City Planning Commission, and received no formal objections during the 30-day public hearing period. The Council approved the legislation by a 14-0 vote, empowering the East Harlem 125th Street District Management Association to manage and implement the district’s programs under Local Law 82 of 1990.
