The Council approved with modifications the Atlantic Avenue Mixed-Use Plan, establishing the Special Atlantic Avenue Mixed-Use District (AAM) and rezoning the Atlantic Avenue corridor in Brooklyn’s Community Districts 3 and 8. The action eliminates existing C2-4 and MX-20 designations within R7A and R7D districts and converts multiple R6A, R6B, and M1-1 zones into higher-density R7A, R7D, R7-2, and mixed-use C4-3A, C4-5D, and M1-3A districts. The rezoning also maps new commercial C6-3A zones and extends the Mandatory Inclusionary Housing area within the district. The plan aims to support a broad range of uses including residential, commercial, light industrial, and community facilities while increasing allowable building heights and densities. Modifications include updated bulk regulations, build-to lines, and publicly accessible open space requirements. By realigning zoning with contemporary development needs, the plan unlocks new housing capacity, encourages mixed-use investment, and facilitates replacement parking for HPD and other municipal functions.
