The Atlantic Avenue Mixed-Use Plan rezones portions of Community Districts 3 and 8 in Brooklyn by establishing the Special Atlantic Avenue Mixed Use District (AAM) under Article XIV of the Zoning Resolution. It eliminates existing C2-4 commercial overlays within R7A and R7D districts, abolishes the MX-20 Special Mixed Use District, and upgrades numerous zoning districts—including changing R6A to R7A, R6B to R7D, and various M1-1 and C6-2A manufacturing districts to higher-density commercial and mixed-use classifications. The associated text amendment (N250015 ZRK) creates new zoning regulations, modifies Appendix F to set Mandatory Inclusionary Housing requirements, and establishes bulk, use, and parking controls for the new AAM district. Related map amendments convert segments of M1-1 districts to C4-3A, C4-5D, C6-3A and mixed-use overlays, and reclassify R6A/R6B segments to R7-2. The plan also facilitates acquisition and disposition of city-owned sites at 516 Bergen Street, 1110 Atlantic Avenue, 457 Nostrand Avenue, and 1134-1142 Pacific Street to provide replacement parking, residential, community facility, and light industrial space. Urban Development Action Area designations are proposed for 542 Dean Street and 516 Bergen Street to support affordable housing and mixed-use projects. Collectively, these changes streamline development approvals, encourage inclusive housing, and guide coordinated commercial and residential growth along the corridor.
