The Atlantic Avenue Mixed-Use Plan (AAMUP) proposes a comprehensive rezoning of approximately 21 blocks along Atlantic Avenue between Vanderbilt and Nostrand Avenues to replace legacy M1-2A, R6A, R7D and R8A districts with a new R9A-based special mixed-use district. It up-zones the six-lane corridor to facilitate 4,600 new homes—including over 1,400 income-restricted units under Mandatory Inclusionary Housing—and incentivizes 800,000 square feet of new commercial, community facility and industrial space to create 2,800 new jobs. The text amendment mandates ground-floor non-residential uses on primary corridors, introduces a 20% public plaza floor-area bonus, establishes a mid-block FAR incentive for job-generating uses, and creates a ministerial certification to safely co-locate light manufacturing and residential uses. Site-specific ULURP actions include UDAAP designations and disposition of five City-owned parcels for 100% affordable housing developments. Multi-agency commitments cover park upgrades, street safety projects and a DOT study with funding to redesign the Atlantic Avenue corridor for safer walking, biking and transit while preserving truck access.
