On May 12, 2025, the New York City Council approved the Atlantic Avenue Mixed-Use Plan, rezoning a corridor in Central Brooklyn along Atlantic Avenue to encourage mixed-use development, housing, commercial, and light industrial uses and establishing the Special Atlantic Avenue Mixed Use District with a Mandatory Inclusionary Housing requirement. The rezoning converts multiple R6A, R6B, M1-1, C6-2A, C6-3A, C6-3X, and Special Mixed Use (MX-20) districts to new R7A, R7D, C4-3A, C4-5D, C6-3A, M1-1A/R6B, M1-2A/R6A, M1-3A/R7D, M1-4A/R9A, R7-2, and M1-3A districts and creates C2-4 commercial overlays. The plan also establishes (E) designations for environmental mitigation and updates the zoning text to create design guidelines and land use controls specific to the Atlantic Avenue corridor. It incorporates acquisition and disposition approvals for four city-owned properties, facilitating replacement parking, residential development, and mixed-use projects. Mandatory Inclusionary Housing zoning provisions will apply to future residential developments to secure affordable units. The special district sets contextual height, bulk, and use regulations to preserve existing industrial businesses and support new housing and retail. The ULURP actions also included acquisition of 516 Bergen Street, 1134-1142 Pacific Street, 1110 Atlantic Avenue, and a UDAA/UDAAP designation at 542 Dean Street. The coordinated zoning and property transactions aim to catalyze equitable growth in a transit-rich area of Bedford-Stuyvesant, Crown Heights, and Prospect Heights.
