The City Council approved a proposal by QBM Properties, LLC to rezone 102-51 Queens Boulevard in Queens from the existing R7-1/C1-2 District to an R8X/C2-4 District. The change eliminates the existing C1-2 overlay within the R7-1 zone, establishes a higher density zoning designation, and introduces a C2-4 commercial overlay to support mixed-use development. This rezoning facilitates the construction of a new multi-story building with ground-floor retail and residential units above. The R8X District allows a maximum residential FAR of 6.02 under Quality Housing provisions, which can be increased to 7.2 FAR when complying with Mandatory Inclusionary Housing (MIH) requirements to provide affordable units. The proposed C2-4 overlay permits local retail, service, and community facility uses at street level. The rezoning subjects the site to a sky exposure plane and MIH affordability requirements. The plan promotes pedestrian-oriented streetscapes by requiring active retail frontages. It aligns with the city's goals to increase housing supply and revitalize commercial corridors along Queens Boulevard, one of the borough's major thoroughfares.
