The Atlantic Avenue Mixed-Use Plan establishes a new Special Atlantic Avenue Mixed Use District (AAM) in Brooklyn to facilitate a mixed residential, commercial, and light industrial corridor along Atlantic Avenue. It rezones portions of Community Districts 3 and 8, changing existing R6A, R6B, R7A, R7D, M1-1, and M1-4 districts and eliminating C2-4 overlays to create updated residential and commercial zoning designations. The plan also amends the Zoning Resolution to include mandatory inclusionary housing, modifies Appendix F to set affordability requirements, and designates Urban Development Action Areas on city-owned parcels. It authorizes acquisitions and dispositions of key sites to support replacement parking and mixed-use development with community facility space. By overlaying C4-3A, C4-5D, C6-3A, and updated M1 districts, the plan aims to spur new retail, office, and manufacturing uses. It balances growth with contextual design controls, including bulk and height limits, and retains light industrial permissions to sustain manufacturing jobs. The rezoning paves the way for future development of residential units, affordable housing, and commercial floorspace along one of Brooklyn’s principal east-west thoroughfares.
