On March 27, 2025, the City Council Subcommittee on Zoning and Franchises held a public hearing on the Atlantic Avenue Mixed-Use Plan (AAMUP), proposing comprehensive land-use actions to up-zone Atlantic Avenue between Vanderbilt and Nostrand Avenues and adjacent north-south corridors. The plan includes zoning map amendments to permit higher density, a special district text amendment requiring Mandatory Inclusionary Housing (MIH), non-residential ground floors, a mid-block industrial-residential mix incentive (1.1 FAR), façade articulation, and an as-of-right public plaza floor area bonus. Site-specific UDAAP and disposition actions by HPD and DCAS would facilitate 100 percent affordable developments at public sites (e.g., 542 Dean Street, 516 Bergen Street, 1134 Pacific Street) and acquisition of City/State-owned properties for housing. Coordination with DOT and Parks will fund street safety SIPs, a 24 million-dollar St. Andrews Playground renovation, vision zero corridor studies, and new open space improvements.
