The New York City Department of City Planning, in coordination with DCAS and HPD, proposed the Atlantic Avenue Mixed-Use Plan to rezone multiple blocks in Brooklyn Community Districts 3 and 8. It eliminates portions of existing R7A, R7D and MX-20 districts and reclassifies various R6A, R6B and M1-1 districts to R7A, R7D and mixed M1/R residential districts. The plan also establishes the new Special Atlantic Avenue Mixed Use District (AAM) with a Mandatory Inclusionary Housing overlay and modifies Appendix F to incentivize affordable units. As part of the proposal, DCAS and HPD will acquire and dispose of city-owned sites at Bergen Street, Atlantic Avenue, Nostrand Avenue and Pacific Street to facilitate replacement parking, commercial/light-industrial space and new residential and community facility developments. Two Urban Development Action Areas are designated at Dean Street and Bergen Street to support future development by HPD-selected developers. The rezoning will permit a broad mix of residential, commercial, community facility, light industrial and manufacturing uses and align building bulk and use regulations along the Atlantic Avenue corridor.
