On March 27, 2025, the NYC Council Subcommittee on Zoning and Franchises held a public hearing on the Atlantic Avenue Mixed-Use Plan (AAMUP), a comprehensive rezoning covering twenty-one blocks along Atlantic Avenue from Vanderbilt to Nostrand Avenues in Brooklyn Community Districts 3 and 8. The proposal includes zoning map changes to rezone the corridor to R9A/M1-2A, the north–south avenues to R7D and R6A, creation of a new special mixed-use district that requires non-residential ground floors, a mid-block mixed-use floor area bonus to incentivize job space, and an as-of-right certification for light industrial uses adjacent to housing. Site-specific UDAAP actions and dispositions for City-owned properties are included to facilitate over 4,600 new homes—1,400 income-restricted under MIH—plus 2,800 new jobs in commercial, community facility, and industrial space. The plan also commits to neighborhood capital improvements, including playground renovations and traffic safety upgrades, and preservation measures like tenant legal services and homeowner support. The hearing record was closed and the ULURP items were laid over for a future date.
