The Department of City Planning, in partnership with HPD and DCAS, proposed the Atlantic Avenue Mixed-Use Plan on March 27 2025. The plan includes zoning map amendments to upzone 21 blocks along Atlantic Avenue from Vanderbilt to Nostrand Avenues, rezoning commercial and manufacturing districts to C6-3A, R9A, R7D, and R6A. It creates a new Special Atlantic Avenue Mixed-Use District establishing Mandatory Inclusionary Housing, requiring non-residential ground floors, setting new urban design controls including façade setbacks and articulation, and introducing public plaza bonuses for additional FAR. Mid-block incentives of 1.1 FAR encourage mixed-use job spaces, and a certification process permits safe light industrial-residential buildings. HPD and DCAS co-applicants seek UDAAP designations and disposition actions for five City-owned sites to build over 1,400 affordable homes and facilities. The plan anticipates 4,600 new residences, including deep affordability, 800,000 sq ft of commercial and industrial space, and 2,800 jobs, alongside improvements to three playgrounds and street safety SIP projects aligned with DOT investments.
