The City Council approved a spot rezoning on April 30, 2025 changing the zoning at 102-51 Queens Boulevard in Queens from R7-1/C1-2 to R8X/C2-4 with a Mandatory Inclusionary Housing designation. This action establishes MIH Option 1 to incentivize the inclusion of affordable units in new residential development. The new R8X district permits a maximum floor area ratio (FAR) of 6.02 for residential uses and allows ground-floor local retail and service uses under the C2-4 overlay. The rezoning removes the existing C1-2 overlay, increases permitted density and height, and aligns development standards with those of R8X and C2-4 districts. The R8X street wall must rise to a base height of 60 ft at the property line, with no front yard setback; the maximum building height is 120 ft. The rear yard must be set back 30 ft and side yards 8 ft. Other bulk, parking, and lot coverage requirements remain per underlying zoning. This rezoning unlocks the site’s development potential along the transit-rich Queens Boulevard corridor.
