The Council approved an amendment to the Zoning Map at 123-12 Sutphin Boulevard in Queens, changing the zoning from R5B to R6A and establishing a Mandatory Inclusionary Housing area under MIH Option 3. This spot rezoning enables the development of a new five-story building with 111 residential units—of which approximately 28 will be permanently affordable for extremely low- and low-income households—and about 10,000 square feet of ground-floor community facility space for a new church sanctuary. The proposal also includes a rooftop recreation terrace and a public art collaboration with the adjacent PS 223-Q. By raising the maximum FAR and leveraging the city’s Mandatory Inclusionary Housing program, the project will deliver mixed-income housing and strengthen existing community services.
