The Atlantic Avenue Mixed-Use Plan (AAMUP) proposes a comprehensive rezoning of approximately 21 blocks along Atlantic Avenue in central Brooklyn to replace outdated M1-1 zoning with new R9A, R7D, and R6A districts. The plan includes zoning map amendments to increase residential and commercial capacity, a zoning text amendment to establish a new special mixed-use district with mandatory inclusionary housing (MIH) requirements, streetscape and urban design standards such as widened sidewalks, public plaza bonuses, and non-residential ground-floor mandates. Additionally, co-applicants HPD and DCAS will pursue acquisition, disposition, and UDAAP actions on several public sites to facilitate over 1,400 deeply affordable units, 2,800 new jobs, and 4,600 total new homes. The proposal also enables redevelopment on City- and State-owned properties and commits to programs for tenant protection, anti-displacement, and homeowner assistance. Early infrastructure investments include a $24 million park renovation and targeted safety improvements, while DOT will conduct a post-rezoning traffic study to guide a full redesign of Atlantic Avenue. The plan advances affordable housing, diverse job growth, and improved public spaces in Crown Heights, Prospect Heights, and Bed-Stuy.
