The City Council approved a spot rezoning of two adjacent lots at 441 and 467 Prospect Avenue in Windsor Terrace, Brooklyn from R7-1/R6-1 to R7A with mandatory inclusionary housing and R6B. The change enables the development of two 10-story residential buildings delivering 250 apartments, 40% (100 units) of which will be permanently affordable under MIH Option 3. The rezoning also establishes an R6B buffer zone in the interior U-shaped site to prevent future unsupported up-zonings. A community benefits agreement negotiated by the Fifth Avenue Committee includes a 65-seat childcare center, subsidized domestic violence survivor space, resiliency infrastructure improvements, and a Construction Task Force to ensure local union hiring. The project will also enter a Project Labor Agreement with 32BJ for prevailing-wage jobs during construction. Mandatory flood mitigation and streetscape improvements are required under the new zoning. The Council struck the MIH Option 2 affordability levels in favor of MIH Option 3 to lower AMI targets and deepen affordability.
