The City Council approved HPD’s applications for the Brownsville Neighborhood Comprehensive Plan, designating city-owned parcels at 425 Mother Gaston Boulevard, 546 Thomas S. Boyland Street, and 1733-1735 Saint Mark’s Avenue as an Urban Development Action Area and Urban Development Action Area Project. Concurrently, the Council rezoned the area from M1-1 to R7A with a C2-4 commercial overlay to encourage mixed-use development. The resolution also amended ZR Appendix F to establish a Mandatory Inclusionary Housing area, ensuring affordable units within future developments. These actions implement the Brownsville NCP goals to revitalize the neighborhood, unlock development potential, and promote affordable housing. Additional technical details include amendments to the zoning map (Section No. 17c) and modifications to the Zoning Resolution under Section 197-c and Article 16 of the General Municipal Law.
