An ordinance to amend a Planned Unit Development (PUD) Overlay District for 0.73 acres at 771 Bell Road, at the northern corner of Bell Road and Mt. View Road, currently zoned R8 and located within a Corridor Design Overlay. The amendment seeks to permit nonresidential uses on the property. The Planning Commission approved the proposal with conditions on June 12, 2025. The Metropolitan Council passed the ordinance on first reading on July 1, 2025, and on second reading on August 5, 2025. It is scheduled for a third reading on August 19, 2025. The proposal specifies that permitted uses will be limited to financial institutions and other uses approved by the PUD or base zoning, excluding alternative financial services. Conditions include coordinating with Planning and NDOT for infrastructure improvements, complying with metro reviewing agency requirements, and showing street trees within the ROW dedication area if the sidewalk is not moved. Building materials on front facades within the Corridor Design Overlay must be at least 75% brick, brick veneer, stone, cast stone, or architecturally treated concrete masonry units. The remaining 25% can be any material except exposed untreated concrete masonry units.
