An ordinance to amend a Specific Plan (SP) for properties located at the southwest corner of Hydes Ferry Road and East Stewarts Lane, covering 5.43 acres. The amendment seeks to increase the permitted multi-family residential units from 21 to 28. The current conditions show 17 units are constructed and occupied, and the developer has defaulted, leaving the HOA to manage the remaining site work. The proposed amendment includes the removal of the clubhouse, the addition of 7 multi-family units with pervious pavers, demolition and replacement of an existing concrete drive with pervious pavers, and relocation of the access point from Hydes Ferry Road to East Stewarts Lane. The plan also includes removal of public sidewalk requirements and screening of surface parking. Short-term rental properties, whether owner-occupied or not, are prohibited. The preliminary SP plan, once corrected to incorporate these conditions, must be provided to the Planning Department prior to or with the final site plan application.
