The Metro Council approved a spot rezoning to change the zoning classification of the 0.34-acre property at 2908 12th Avenue South from CS (Commercial Service) to SP (Specific Plan) zoning. This rezoning permits non-residential uses under the MUN-A-NS overlay, prohibiting residential uses and enabling multiple establishments per user without a maximum square footage limit. The approved SP site plan envisions a two-story, 14,885-square-foot commercial building with a Floor Area Ratio of 1.0 and an Impervious Surface Ratio of 0.9. The building will be constructed within a 0–15-foot build-to zone along 12th Avenue South and a 20-foot rear setback along the eastern property line, with zero setbacks along the alley. Design standards require a minimum first-floor height of 14 feet, glazing percentages of 30% on 12th Avenue and 20% on Kirkwood Avenue, and façades of brick, metal panel, and cementitious board. The plan dedicates 2.5 feet of right-of-way along the alley, provides a Type C landscape buffer adjacent to residential parcels, and includes six bicycle parking spaces. Council amendments to Ordinance BL2025-762 impose conditions including alley-only vehicular access, inclusion of tree wells in lieu of planting strips, relocation of the exterior stairwell, final sidewalk and frontage-zone details, compliance with fire marshal standards, and offsite or valet parking requirements prior to restaurant use. All Metro reviewing-agency requirements and Urban Zoning Overlay standards apply to the final site plan and permitting.
