Council approved a Specific Plan (SP) zoning amendment (2024SP-039-001) to rezone approximately 15 acres located at 5633, 5637, 5639, 5645, 5651, 5661, 5665, and 5655 Valley View Road in southeast Nashville from R40 to SP zoning to permit 71 detached multifamily residential units. The development is subject to conditions including removal of four private driveway accesses along Valley View Road to reduce curb cuts and provision of standard roadway and sidewalk improvements, landscape buffering, and a dedicated right-turn lane at Cloverland Drive. Under the approved SP, homes fronting Valley View must be a minimum of 3,600 square feet, interior homes a minimum of 2,500 square feet, each with a minimum two-car garage, and short-term rentals by non-owner occupants are prohibited. The plan maintains existing vegetation along property perimeters supplemented to establish a Class “B” buffer adjacent to residential and SP zoning. It requires 50-foot right-of-way dedication, 5-foot sidewalks, and 4-foot planting strips along Valley View Road. Drainage, erosion control, stormwater, and NES utility installation must comply with Metro and NES standards, including sediment barriers, NPDES requirements, and underground power distribution. Modifications to the plan require Planning Commission approval and must align with the principles of the approved SP. The project aligns with the T3-NM General Plan policy by offering transitional housing forms and maintaining neighborhood character through building form and setbacks.
