This ordinance enacts specific building material restrictions for the proposed Specific Plan (SP) Zoning District covering several parcels in the Greenwood Neighborhood Conservation Overlay and Detached Accessory Dwelling Unit (DADU) Overlay. It mandates that all building facades within the SP district be constructed of brick, brick veneer, stone, cast stone, cementitious siding, glass or similar materials unless alternative materials are approved on detailed SP elevations. The SP district encompasses properties located at 905 & 907 W. Eastland Avenue, 930 & 930C McFerrin Avenue, and 609-645 Richmond Bend, totaling 2.79 acres and zoned SP and RS5. The ordinance aims to ensure architectural consistency and neighborhood character by restricting low-quality or incongruent facade materials. It adds to the SP’s preliminary plan requirements, requiring designers to submit material specifications with building elevations for council approval. The new rules take effect immediately upon passage.
