An ordinance was passed by the Metropolitan Council to change the zoning of the property at 2908 12th Avenue South from CS (Commercial Services) to SP (Specific Plan) zoning. The 0.33-acre site is located at the northeast corner of Kirkwood Avenue and 12th Avenue South. The new SP zoning will limit uses to those of the MUN-A-NS (Mixed-Use Neighborhood-Activity with standards) zoning district, specifically prohibiting residential uses and all types of short-term rental properties. Key conditions include limiting all vehicular access to the alley along the northern property line, incorporating tree wells within the 12th Avenue South right-of-way, and relocating the exterior stairwell off the rear of the building. Architectural elevations must comply with conceptual plans, and public sidewalks, grass strips, and vertical obstructions must be depicted and managed per standards. Minor modifications to the SP plan can be approved by the Planning Commission, but changes increasing density, adding prohibited uses, or altering access points require Metro Council approval.
