An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from MUL-A to SP zoning for properties located at 500 and 516 Hagan Street (1.68 acres) to permit a mixed-use development. The new zoning limits non-residential uses to a maximum of 105,000 square feet and permits 125 multi-family residential units. Prohibited uses include short-term rentals (owner-occupied and not owner-occupied), Alternative Financial Services, Beer and Cigarette Market, Car Wash, Donation Center Drop Off, Funeral Homes, and Distributive Business/Wholesale Warehouse. Building heights are restricted to seven stories and 90 feet, with covered rooftop amenities included in height calculation. The plan requires detailed elevations addressing public streets, screening of mechanical units, and specific material requirements for building façades (brick, stone, cementitious siding, glass, or similar). Compliance with all Metro reviewing agencies and submission of a corrected preliminary SP plan incorporating Metro Council conditions are required. Public sidewalks and frontage zones must be depicted on the final site plan, and existing vertical obstructions must be relocated. A final plat may be required prior to permitting, and no master permit or HPR can be recorded prior to final site plan approval. Minor modifications to the preliminary SP plan can be approved by the Planning Commission, provided they align with the plan's objectives and do not increase density, add unpermitted uses, eliminate conditions, or add vehicular access.
