The Los Angeles Housing Department (LAHD) submitted a transmittal to the City Council recommending the termination of rent reductions and the removal of seven properties from the Rent Escrow Account Program (REAP). The REAP program was established by Ordinance 173810 to enforce housing code compliance and encourage landlords to maintain residential buildings in safe and sanitary conditions. Specifically, Case No. 833659, concerning the property at 10739 W OHIO AVE, Los Angeles CA 90024, owned by CARIBETH LLC, was cited for violations, including issues with fire warning devices and plumbing/gas. The LAHD's Code Enforcement Division determined that all cited code violations have been corrected, and the property owner has satisfied all outstanding electric service and/or water charges. The City Council resolved to terminate the rent reductions for this property, restoring rent to its original level 30 days after tenant notification. Furthermore, the rent escrow account will be terminated, with funds distributed according to Los Angeles Municipal Code (LAMC) Section 162.07.B.1. The property will be officially removed from REAP, and the Controller is authorized to expend funds from the Code Enforcement Trust Fund #41M to reduce liability from the REAP Escrow Account #2220. The LAHD will also conduct an expedited systematic inspection of the property, with the owner prepaying for two annual inspections beyond the initial SCEP fee.
