The Los Angeles Housing Department (LAHD) recommended to the City Council the termination of rent reductions and the removal of the property at 1031 N RAMPART BLVD, Los Angeles CA 90026, from the Rent Escrow Account Program (REAP). This action was sought because the property owner, Anthony Mencarini, corrected 13 initial violations cited by the Code Enforcement Division, which included issues with maintenance, electrical, plumbing/gas, and illegal construction. The LAHD determined that all cited code violations were corrected, and the property owner paid all outstanding electric and water charges. The City Council's approval means that all orders affecting the units and common areas have been signed off by the Enforcement Agency. Rent reductions will terminate, and rents will be restored to their original level 30 days after the Department mails the tenants notice of the restoration. The REAP escrow account will be terminated, and funds will be used to recover administrative fees and penalties, with any remaining funds returned to the landlord. The property, containing two units, was placed into REAP on November 9, 2022, under Case No. 787321. The Council also authorized the Controller to expend funds from the Code Enforcement Trust Fund to reduce liability from the REAP Escrow Account. Furthermore, LAHD will conduct an expedited systematic inspection and the owner must prepay for two annual inspections.
