The Los Angeles City Council adopted a report to authorize the Department of General Services to negotiate and execute a no-cost license agreement with Alcott Center for Mental Health Services. This agreement allows Alcott Center to use 2,394 square feet of city-owned retail space at 305 East 1st Street as part of the Crisis and Incident Response through Community-led Engagement (CIRCLE) Program. The facility will serve as the primary dispatch center for outreach coordination and service delivery to individuals experiencing homelessness, and as a decompression center providing temporary relief, food, water, and service referrals. Alcott Center was awarded the CIRCLE Program service contract by the Mayor's Office and is uniquely positioned to operate this facility. The license agreement is co-terminous with Alcott Center's service contract, set to expire June 30, 2025, with potential annual renewals through June 30, 2026. Alcott Center is responsible for utilities, janitorial services, maintenance, repairs, tenant improvements, and security costs. The City retains responsibility for major building systems. The decision was made on March 14, 2025, with unanimous committee approval from Padilla, Lee, and Jurado.
