The Los Angeles City Council, on May 27, 2025, referred back to the Planning and Land Use Management (PLUM) Committee a significant mixed-use development project. The project, located at 1105-1123 South Olive Street, involves the demolition of an existing surface parking lot and the construction of a 51-story mixed-use tower. It will comprise 536 residential dwelling units and 4,178 square feet of ground-floor commercial space, with a total floor area of 491,515 square feet and a Floor Area Ratio (FAR) of 9.13:1. The project requires a Transfer of Floor Area Rights (TFAR) of up to 274,795 square feet from the Los Angeles Convention Center, a zone variance for reduced parking stall sizes and drive aisle widths, a Director's Determination for tree planting, a Site Plan Review for increased dwelling units, and a Main Conditional Use Permit for alcohol sales at four establishments. The TFAR involves a payment of $1,373,975 and a Public Benefits Payment of $11,462,471.39, with 50% of the public benefit payment allocated to the City of Los Angeles Affordable Housing Trust Fund. The City Planning Commission had previously recommended approval of these entitlements on February 13, 2025.
