The Los Angeles City Council extended Interim Control Ordinance (ICO) No. 188333 for an additional year, prohibiting the issuance of demolition permits for rent-stabilized multi-family housing and covenanted affordable housing units within the Boyle Heights Community Plan area. The ICO, initially adopted on August 13, 2024, and effective August 16, 2024, was designed to temporarily prevent the loss of existing affordable housing until the updated Boyle Heights Community Plan becomes operative. This marks a second extension, as the ordinance was previously extended on September 25, 2024, and was set to expire on August 14, 2025. The Department of City Planning recommended this further extension to allow sufficient time for the finalization and implementation of permanent land use regulatory controls in the area. The ordinance includes provisions such as 'Right to Return' for displaced tenants, 'Rent Stabilization Ordinance (RSO) Unit Replacement' requirements, and 'Tenant Anti-Harassment' measures, all aimed at protecting existing households and ensuring replacement housing is offered at affordable rates.
