The Los Angeles City Council partially denied and partially granted an appeal by Supporters Alliance for Environmental Responsibility (SAFER), thereby sustaining the Los Angeles City Planning Commission's (LACPC) decisions for a significant mixed-use development located at 1100 East 5th Street and 506-530 South Seaton Street. The project involves the approval of a Main Conditional Use, allowing for the sale and dispensing of alcoholic beverages for up to four establishments, and a Site Plan Review for a development that increases dwelling units by 50 or more. This eight-story building will replace three existing warehouse buildings and a surface parking lot. It is planned to comprise 220 live/work units, with 25 units (11%) designated for Very Low Income (VLI) households, alongside 46,548 square feet of commercial uses. The development totals 249,758 square feet of floor area on a 1.2-acre site, with a Floor Area Ratio of 4.77:1. The approval includes a flexibility option that permits substituting 20 live/work units for an additional 17,765 square feet of commercial uses, all subject to specific Conditions of Approval.
